Progress since February 2026:

  • Design progress for phase 1: Detailed design for phase 1 (Dalton Road to River Street and West Street to Highway 48) is now complete, and the Phase 1 construction tender is ready to issue for bids. The scope of work for Phase 1 includes replacement of the existing watermain, storm sewer, and sanitary sewer, road reconstruction, bridge rehabilitation, sidewalk and boulevard restoration and upgrades to functional streetlighting.
  • Design progress for phase 2: Detailed design for phase 2 (River Street to West Street) is currently in progress and planned to be completed in late fall of 2026. Phase 2 construction is planned for 2027.
  • Council update on design progress and project schedule: On May 6, 2026, staff provided Council with a project update, including tendering and construction of Phase 1, as well as advancement of the detailed design for Phase 2.

Next steps:

  • Report back to Council to provide a proposed engineering workplan and budget for a stand-alone hybrid hydro upgrades alternative (referred to as "Option B") for Phase 2 of the High Street Infrastructure and Streetscaping Project.
  • Complete procurement and award a construction contract for Phase 1 area outside of the BIA (June 2026).
  • Construction of phase 1 is planned to start in June and will run until near the end of 2026.
  • Continue detailed design for phase 2, including ongoing coordination with Hydro One to advance hydro relocation design and with York Region Transit (YRT) to develop the proposed bus loop turnaround facility.
  • Pursue cost-sharing opportunities with Hydro One, Rogers, Bell and York Net for relocation of overhead wires to underground for phase 2 as directed by Council from May 2026 Council meeting.
