Overview
The Town is undertaking gravel road upgrades in the Hamlet of Udora. The roads have had minimal maintenance over the years, and require reconstruction. Some road widening and turning features will be constructed to improve ease of operational activities such as road maintenance, emergency vehicle access, and waste pickup.
The roads will be upgraded over a ten-year period. The first construction package will occur in 2026 and will consist of Estonian Road, Narva Avenue, Umera Avenue, and Linda Road.

- Trees for the first construction package to be removed prior to April 1 2026 to adhere to environmental timing windows regarding migratory bird nesting.
September 2025 - arborist works
The Town is completing a tree inventory and arborist report to assess the trees in the southeast quadrant (Estonian Road, Kalevi Road, Sulevi Avenue, Narva Avenue, etc.). This work is to assess whether trees can be retained or must be removed as part of the road reconstruction works.
Trees will be tagged on the Town right-of-way and near property limits. Tagged trees are only to identify trees in the field, and do not mean they will be removed. The arborist recommendations will be included in the upcoming construction project.
If any privately owned tree will be pruned or removed, the Town will reach out to the corresponding owner in advance of the works.
September 2023 - council report and presentation
There was a report and presentation to Town Council on Sept. 27, 2023. The report and presentation focused on the works completed to date in the Udora Roads area, presented the preferred alternatives and recommended moving forward with the next phase in the project.
Background information
In June 2021, the Town of Georgina assumed the ownership of roads in the Estonian Summer Homes Association and Kova subdivision in Udora. This includes the maintenance of the roads and addressing deficiencies.
The Town started the engineering design phase in 2022. This included a public information centre meeting to receive feedback from the local residents. A strong theme received was to retain the cottage-like feel of the subdivision, and to minimize disturbances such as tree removal.
