Overview
Georgina is developing an Integrated Infrastructure Master Plan that brings together updates to sanitary sewer, water distribution, stormwater and SCADA systems into one coordinated planning effort.
These systems are essential to daily life in Georgina. They support public health, environmental protection and future development. To remain effective, they must be reviewed and updated regularly to reflect growth, new regulations and changing climate conditions.
The Integrated Infrastructure Master Plan will provide the technical foundation needed to plan upgrades, manage risk and make informed infrastructure investment decisions over the coming years.
Why an integrated infrastructure master plan is needed
The Integrated Infrastructure Master Plan addresses several key factors:
- Regulatory requirements: Provincial legislation requires infrastructure master plans and system models to be updated regularly to remain compliant with environmental, health and safety standards.
- Growth and development: Recent and projected growth means existing plans and models need to reflect current development patterns and accurately assess system capacity.
- Climate change considerations: Increasing storm intensity and changing precipitation patterns create new challenges for infrastructure planning and resilience.
- Integrated planning: Coordinated updates across water, wastewater, stormwater and SCADA systems support a consistent and efficient approach to infrastructure planning.
What’s included in the Integrated Infrastructure Master Plan
The Integrated Infrastructure Master Plan includes four master plans, completed in phases based on urgency and regulatory timelines:

Sanitary Master Plan
Review and update of the sanitary sewer system, including flow monitoring and model calibration. -
Water Master Plan
Update to the water distribution system model, including environmental assessment and future capacity analysis. -
SCADA Master Plan
Assessment of monitoring and control systems to improve real-time system oversight and reliability. -
Stormwater Master Plan
Update to address growth, climate change impacts and flood risk throughout Georgina.
Together, these updates represent a proactive, coordinated approach to managing Georgina’s critical infrastructure, supporting sustainable growth, regulatory compliance and resilient service delivery for years to come.
Current status
The Town is developing the Terms of Reference and Request for Proposal (RFP) for the Integrated Infrastructure Master Plan. Tender is anticipated in late April or early May 2026.
