The Town of Georgina is developing an Active Transportation Master Plan (ATMP) to improve how people walk, cycle, and move safely around the municipality.
The plan will guide long-term investments in in infrastructure that supports walking, cycling and other forms of active mobility (e.g. sidewalks, trails, multi-use paths, cycling routes, and pedestrian crossings). The plan will guide Council and Staff in prioritizing where improvements will have the greatest impact, so investments are made fairly and effectively across the community.
Active transportation modes are primarily human-powered, or lightly assisted, and should promote physical activity. Active transportation modes include walking, pedal bicycles, pedal-assist e-bikes (where the motor does not replace pedaling), skateboards, roller skates, and non-motorized scooters due to their low speed and active nature.
Project Purpose
The project objective is to develop a plan for a safer Town-wide active transportation network that connects residential areas to key destinations, including:
- Waterfront parks and trails
- Downtowns and village centres
- Schools and community facilities
- Transit hubs
- Commercial and shopping areas
By improving connections between these destinations, the plan will support travel options that do not rely on private vehicles. The end goal is an active transportation network that connects where people live with where they want to go.
The Active Transportation Master Plan will:
- Review existing walking and cycling facilities to identify gaps, barriers, and opportunities for improvement
- Improve safety, comfort, and accessibility using recognized best practices and design standards
- Support equitable access to active transportation infrastructure across all Georgina communities
- Provide short-, medium-, and long-term recommendations for improvements and policies
- Help position the Town to seek provincial and federal funding for future projects
The Active Transportation Master Plan will complement and support recommendations developed within the Waterfront Parks and Parks Master Plans, as well as other municipal plans including the Town of Georgina’s Safe Streets Policy.
Over the next 10+ years, phased implementation of this plan will result in a more connected and safe active transportation system that reflects the diverse needs of Georgina’s communities.

Active transportation in Georgina is not just about recreation; it is about supporting daily life:
- Walking to school
- Cycling to the waterfront
- Getting to shops and restaurants in downtown Keswick, Sutton, Pefferlaw, other communities
- Reaching parks and transit
These trips depend on slower speeds, safe crossings, and predictable traffic behaviour.
To support how people move in Georgina, the Town has advanced two closely connected initiatives: the Active Transportation Master Plan and the Safe Streets Policy. Together, they ensure that walking, cycling, and all other forms of active mobility are not just possible in parks and on trails, but safe and practical for everyday trips across the community.
The Active Transportation Master Plan defines where people should be able to walk, cycle, and roll.
Georgina’s Safe Streets Policy ensures they can do so safely through Community Safety Zones, education, enforcement, and engineering (e.g. traffic calming measures).
